AMCHAM Facilitates Dynamic Dialogue to Bolster Korea's Competitiveness as a Regional Business Hub

April 23, 2024 – The American Chamber of Commerce in Korea (AMCHAM Korea) hosted the sixth Doing Business in Korea Seminar 2024 at the Grand Hyatt Seoul today. The event brought together a diverse array of stakeholders, including officials and policymakers from the U.S. and Korean governments, and representatives from domestic and foreign companies, to explore strategies for bolstering Korea's competitiveness as a regional business hub in the Asia-Pacific region.

Recognizing Korea's immense potential as a regional hub and acknowledging challenges such as regulatory unpredictability, AMCHAM recently published a comprehensive report titled “Korea as an Asia-Pacific Regional Headquarters.” Under the theme of “Korea at the Crossroads: Key Policy Agenda to Make Korea a Regional Headquarters,” this year’s seminar featured in-depth presentations and panel discussions on policies aimed at accelerating Korea’s journey to becoming a regional headquarters.

Throughout the event, attendees engaged in lively discussions on regulatory challenges, policy reform, and strategies for attracting more regional headquarters to Korea. Industry experts shared valuable insights, fostering constructive dialogue between private and public sectors.

In his opening remarks, Chairman & CEO James Kim of AMCHAM said, “Given Korea’s strengths in economic fundamentals and expertise in critical and emerging technologies, we believe that Korea stands at a significant juncture to establish itself as a regional headquarters in the Asia Pacific. Korea should not take a second seat to any country here in Asia.”

“Iconic U.S. companies such as Delta, Inspire, Novelis and Qualcomm are already operating their Asia Pacific headquarters in Korea. Enhancing Korea’s competitiveness in the business environment would also benefit Korean businesses such as Korean Air, creating value-added benefits for the broader economy,” he continued. “I am excited about the impressive lineup of speakers today and look forward to learning more about how AMCHAM, together with the government and business stakeholders, could drive the RHQ initiative forward.”

Park Jeung, Chairperson of Environment & Labor Committee of the National Assembly, “Unlike in the past, the environment and labor are now becoming opportunities. In addition to emphasis on ESG management, responses to the climate crisis such as RE100 has become a global standard, and continuous improvement of the labor environment is leading to the success and growth of businesses,” he said. “On the other hand, not all systems are positive for business activities, so our Environment and Labor Committee has been continuously improving laws and systems, and we plan to continue our efforts in the future.” He continued, “If stakeholders work together to develop Korea into a hub in Asia, I am confident that the global economic recession can be transformed into an opportunity. I will do my best to ensure that the productive discussions that take place today are well-reflected in the future of the Republic of Korea.”

Cheong InKyo, Minister for Trade, Ministry of Trade Industry and Energy, underscored the strategic synergy between Korea and the U.S. within the evolving global trade landscape. “The economic security alliances, high-tech industries, and supply chain collaborations have forged stronger ties between Korea and the U.S. than ever before. These partnerships are our most robust assets in tackling challenges such as the competition for high-tech industrial leadership and geopolitical complexities,” he said. “We appreciate AMCHAM's dedication to strengthening the Korea-U.S. relationship. The Korean government remains committed to implementing various policy measures to create a stable investment environment, making Korea an attractive investment destination and a leading hub of innovation in Asia.”

Philip Goldberg, U.S. Ambassador to South Korea, said, “Korea is at a moment of opportunity to position itself to attract more international businesses. Managing an economy as sophisticated as Korea’s is not easy, and there is always room for improvement. AMCHAM’s report, along with the Department of State’s Investment Climate Statement, provide a roadmap to facilitate entry for companies considering regional investments.” He added, “We encourage and look forward to collaborating with the Republic of Korea to continue developing foreign investment-friendly practices, and I commend AMCHAM and its members for all the work you do to strengthen U.S.-ROK bilateral ties and the business environment in Korea.”

Park Iljun, Executive Vice Chairman of Korea Chamber of Commerce & Industry (KCCI), highlighted the significance of global companies establishing their headquarters in Korea. “The establishment of global company headquarters in Korea presents a golden opportunity for Korea to become a key business hub in the Asia-Pacific region, going beyond just attracting investments,” he said, going on to underscore the need for consistent reforms in various regulations, labor policies, and taxation systems to elevate the Korean economy to global standards. “The KCCI will continue to collaborate closely with foreign chambers to foster a favorable business environment for global companies. This includes initiatives like the regular 'Foreign Chamber Day' held in January.”

Following opening remarks, Jeffrey Jones, Chairman of the AMCHAM Partners for the Future Foundation, presented insights from the “Korea as an Asia-Pacific Regional Headquarters Report,” emphasizing the significance of Korea's potential as a regional hub.

A focal point of the seminar was the Fireside Chat on the topic of “Korea's Competitiveness as a Regional Hub.” Moderated by Jeffrey Jones, Chairman of the AMCHAM Partners for the Future Foundation, the discussion delved into key topics such as factors driving major multinational companies to choose Korea as their regional headquarters amid intensifying global competition. The panelists, including Director for Foreign Investment Policy Division Lee Minyoung of the Ministry of Trade, Industry & Energy, Vice President-Asia Pacific Jeff Moomaw of Delta Air Lines, and AMCHAM Cross-Border Investment Committee Co-chairs Ryan Brown and Robert Smith, explored the potential influence of the Regional Headquarters (RHQ) initiative on U.S.-ROK relations. Additionally, they evaluated Korea's competitiveness as a regional hub, especially considering the forthcoming changes to international tax laws.

Representatives from PERSEOLKELLY Consulting, Morgan Stanley, Mohegan INSPIRE Entertainment Resort and Dulwich College Seoul discussed various areas of opportunities in Korea to support its transformation into a top destination for global companies. Presentations covered workforce dynamics, challenges and opportunities, acceleration of the Korean financial industry through reforms and digitalization, the development and opening of Inspire Entertainment Resort and the role of international education in foreign direct investment.

Another panel discussion, moderated by Henry An, Chairman of AMCHAM Board of Governors, delved into policy agendas to make Korea a Regional Headquarters. The seminar concluded with a forward-looking discussion on key reforms necessary to ensure Korea's competitiveness against regional competitors and strategies for accelerating momentum towards making Korea a regional hub.

In a pivotal meeting earlier this month, AMCHAM and Deputy Prime Minister and Minister of Economy and Finance Choi Sang-mok discussed the recently released “RHQ Report,” forging an agreement for enhanced cooperation in spearheading the impactful “APAC RHQ Program.” AMCHAM reaffirmed its commitment to engaging with the Korean Government to discuss these significant initiatives further, supporting efforts to strengthen Korea's position as a regional hub, and collaborating with various stakeholders to drive economic growth and prosperity in the region.

주한미국상공회의소, 대한민국의 아·태지역 비즈니스 허브화를 위한 전략적 논의 이어가  

최근 “한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서” 발간에 이어 ‘2024 암참 국내 기업환경 세미나’ 개최 통해 규제 환경 개선을 통한 외투친화적 환경 조성 및 역내 비즈니스 허브로서의 국가경쟁력 제고를 위한 인사이트 및 전략 모색  

2024년 04월 23일 – 주한미국상공회의소 (암참; 회장 겸 대표이사 제임스 김)가 오늘 오전 그랜드 하얏트 서울 호텔에서 ‘2024 국내 기업환경 세미나’ (Doing Business in Korea Seminar 2024)를 개최했다. 올해로 6회째를 맞는 암참의 이번 ‘국내 기업환경 세미나’에는 한·미 정부 관계자 및 국회의원, 국내·외 기업 대표 등 다양한 이해관계자들이 참석하여 아시아 태평양 지역의 비즈니스 허브로서 한국의 경쟁력을 강화하기 위한 전략을 모색했다.  

최근 암참은 아·태지역 비즈니스 허브로서 대한민국이 가진 상당한 잠재력과 이를 실현하기 위한 규제 예측 불가능성 등의 과제들을 인식하고 “한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서”를 발간한 바 있다. 이에 올해 세미나는 “갈림길에 선 대한민국: 아·태지역 비즈니스 허브화 실현을 위한 주요 정책 의제” 를 주제로, 명실공히 역내(域內) 최고의 비즈니스 허브로 나아가기 위한 한국의 여정 가속화와 국가경쟁력 제고를 위해 한국 정부가 고려해야 할 정책·제도 등의 핵심 사안을 검토하기 위해 마련되었으며, 세 시간 동안 산업별 발표 세션과 패널 토론 등이 다채롭게 이어졌다.  

금년 세미나에서는 규제 환경, 정책 개혁, 그리고 보다 많은 기업의 지역 본부를 한국으로 유치하기 위한 전략에 대한 활발한 토론이 이루어졌으며, 다양한 전문가들이 참여해 귀중한 통찰력을 제공함은 물론 민간 및 공공 부문 간 건설적인 대화를 이끌어 내기도 하였다.  

제임스 김 암참 회장 겸 대표이사는 개회사를 통해 “대한민국의 탄탄한 경제 펀더멘털과 핵심 및 신흥 기술에 대한 전문성을 고려할 때, 한국은 지금 아시아 태평양의 비즈니스 허브로 자리매김하기 위한 중차대한 시점에 서 있다. 여러 제반 사항들을 고려했을 때 한국이 아시아 역내(域內) 여타 경쟁국에 1위를 양보할 이유가 전혀 없다고 본다.”고 말했다.  

그는 또한 “델타항공, 인스파이어, 노벨리스, 퀄컴과 같은 미국의 아이콘 기업들은 이미 한국에 아·태지역 본부를 두고 운영해 오고 있다.”고 말하며, “경영환경 개선을 통한 국가경쟁력 제고는 대한항공과 같은 한국 기업들에도 큰 도움이 될 것이며, 궁극적으로는 경제 전반에 부가가치 혜택 창출로 이어질 것.” 이라고 덧붙였다. 그는 또한, “앞으로도 암참은 민·관 간 긴밀한 협력을 통해 RHQ 프로젝트를 성실히 수행하여 나갈 것” 이라고 강조했다.  

이어 박정 국회 환경노동위원회 위원장은 “과거와 달리 환경과 노동이 곧 기회가 되고 있다. ESG 경영이 강조되는 것은 물론 기후위기 대응을 위한 RE100 등은 글로벌 표준이 되었고, 노동환경의 지속적인 개선은 곧 해당 기업의 성공과 성장으로 이어지고 있다. 그러나 한편으로는 모든 제도가 기업활동에 긍정적인 상황은 아니기에 우리 환경노동위원회에서는 지속적으로 법과 제도를 개선해왔고, 앞으로도 지속적인 노력을 해 나갈 예정이다.” 라고 말하며, “그 과정에서 한국이 아시아의 중요 허브로 발전하기 위해 다양한 주체가 함께 노력해간다면, 지금 전 세계가 직면한 경제적 불황의 위기는 반드시 기회가 될 거라고 확신한다. 오늘 이뤄질 생산적인 논의가 대한민국의 미래에 잘 담겨질 수 있도록 함께 노력해가겠다.” 고 덧붙였다.  

정인교 산업통상자원부 통상교섭본부장은 또한, “첨단산업 기술패권 경쟁, 지정학적 갈등 등 글로벌 통상환경 변화에 대응하기 위한 한·미 양국의 가장 큰 전략적 자산은 한·미 양국이 경제안보 동맹, 첨단산업. 공급망 동맹으로 어느때보다 긴밀한 협력 관계에 있다는 것이다.” 라고 말하며, “그간 한·미 관계의 강화에 기여해 온 암참의 노력에 감사드리며, 한국정부는 한국이 아시아 최고의 비즈니스 허브, 혁신의 허브로 도약하기 위해 더욱 매력적인 투자처로서 안정적인 투자환경을 제공할 수 있도록 다양한 정책적 노력을 아끼지 않겠다.” 라고 덧붙였다.”  

필립 골드버그 주한미국대사는 이어, “지금 대한민국은 더 많은 글로벌 비즈니스를 유치할 수 있는 충분한 위치에 있다. 한국만큼 정교한 경제를 운영하는 것은 쉽지 않은 일이나, 동시에 개선의 여지가 있다는 것은 장점이 될 수 있다. 이번 암참의 RHQ 보고서는 美 국무부의 투자환경보고서와 함께 역내(域內) 투자를 고려하는 기업들의 시장 진입을 용이하게 하는 로드맵이 될 것.” 이라고 말하며, “앞으로도 한국정부와의 협력을 통해 외투기업 친화적인 환경을 만들어 갈 것이며, 암참과 회원사들의 한미동맹과 한국의 경영 환경 개선을 위한 노력에 사의(謝意)를 표한다.”라고 덧붙였다.  

마지막으로 박일준 대한상공회의소 상근부회장은 “글로벌 기업의 한국 헤드쿼터 설립은 단순한 투자 유치가 아닌 대한민국이 아태지역 비즈니스 허브로 발전하는 중요한 계기가 될 것이며, 이를 위해서는 각종 규제, 노동정책, 조세 등에 대한 개혁이 꾸준히 진행되어야 하고, 한국 경제를 글로벌 스탠다드에 맞게 업그레이드해야 한다.”고 말하며, “대한상의는 지난 1월 개최한 Foreign Chamber Day”를 정례화하는 등 앞으로도 외국상의들과 긴밀히 협력하여 전세계 글로벌 기업들에게 우호적인 비즈니스 환경을 조성하는데 최선의 노력을 다할 것.” 이라고 덧붙였다.  

첫 번째 연사로 나선 제프리 존스 미래의동반자재단 이사장이자 암참 이사회 이사는 최근 발간한 암참의 “한국의 글로벌 기업 아·태지역 거점 유치 전략 보고서”'에의 인사이트를 제시하며 지역 허브로서의 대한민국이 가진 잠재력의 중요성을 강조했다.  

이어 세미나의 하이라이트인 “아·태 지역 허브로서 한국의 경쟁력”을 주제로 한 좌담에서는 제프리 존스 암참 미래의동반자재단 이사장이 좌장을 맡아, 글로벌 경쟁이 격화되는 가운데 주요 다국적 기업들이 한국을 지역 본부로 선택하게 된 요인 등을 주요 주제로 심도 깊은 논의를 이어갔다. 좌담에는 이민영 산업통상자원부 투자정책과장, 제프 무마우 델타항공 아시아 태평양 부사장, 암참의 크로스보더 투자 분과위원회의 공동의장인 쿠팡풀필먼트서비스 환경보건안전부문 대표이사 라이언 브라운과, EY 한영 선임고문 로버트 스미스 등이 패널로 참여한 가운데, 지역본부 계획이 한·미 관계에 미칠 수 있는 잠재적인 영향력에 대해 피력하는 등 특히 다가오는 국제 세법의 변화를 고려하여 역내(域內) 허브로서의 한국의 경쟁력을 평가했다.  

이후 이어진 발표 세션에서는 퍼솔켈리컨설팅그룹, 모건스탠리, 모히건 인스파이어 엔터테인먼트 리조트, 그리고 덜위치 칼리지에서 각각 연사로 참여하여 한국 노동시장의 역동성 및 도전과 기회, 구조개혁 및 디지털화를 통한 한국 금융산업의 발전 가속화, 인스파이어 엔터테인먼트 리조트 개발과 개장, FDI 관련 국제 교육의 역할 등을 주제로 글로벌 기업 친화적 환경 조성을 위한 산업별 개선 분야에 대해 논의했다.   

또한, 암참 이사회 의장인 헨리 안이 좌장을 맡은 두 번째 패널 토론에서는 한국을 아·태 지역 본부로 만들기 위한 주요 정책 안건에 대한 인사이트를 나누었다. 역내(域內) 여타 경쟁국 대비 한국의 국가경쟁력 강화를 위해 필요한 주요 정책 개선 방안과 RHQ 도입 가속화를 위한 전략 등을 다루며 미래지향적 토론으로 세미나를 마무리했다.  

한편 암참은 지난달 보고서 발간에 이어 이달 초 최상목 부총리 겸 기획재정부 장관을 만나 관련 정책 방향을 논의하고 긴밀한 협의를 약속하며 ‘글로벌기업 지역본부 유치 프로그램’을 함께 만들어 나가는데 의견을 같이하는 등 한국 정부와 관련 논의를 이어가고 있다. 암참은 앞으로도 한국 정부와 긴밀히 협력하여 주요 이니셔티브들에 대해 논의하는 등 아·태지역 허브로서의 한국의 입지를 강화하기 위한 노력을 지원하고 지역의 경제 성장과 번영을 촉진하기 위해 다양한 이해관계자들과 협력하여 나갈 방침이다.​
