AMCHAM Hosts Chairperson Haksoo Ko of PIPC for Exclusive Policy Talks on Korea’s Data Policy in the AI Era

May 8, 2025 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) hosted an exclusive Policy Talks session with Chairperson Haksoo Ko of the Personal Information Protection Commission (PIPC) today at the Grand Hyatt Seoul.

Held under the theme “Korea’s Pro-Innovation Approach to Personal Data Policy in the Era of Artificial Intelligence,” the session brought together AMCHAM member companies and key stakeholders to discuss Korea’s evolving privacy landscape and digital strategy.

AMCHAM Chairman & CEO James Kim said, “Personal data and privacy regulation lies at the heart of AI development. Korea has taken bold steps, such as passing the AI Act in 2024, to lead in AI and digital policy, but our 2025 Business Survey shows that Korea-specific regulations remain the top barrier to becoming Asia’s leading regional HQ hub. The digital economy is a key priority for AMCHAM, and we commend Chairperson Ko and the PIPC for their forward-looking leadership in enabling both innovation and data security.”

He added, “Cybersecurity breaches, including those involving AT&T, T-Mobile, and SK Telecom, highlight the growing risks in the age of AI. These challenges cannot be addressed by individual companies alone. They demand strong public-private collaboration. I am confident that SK Telecom, under the leadership of Chairman Chey Tae-Won and CEO Yoo Young-Sang, will continue to implement the highest standards of data protection and earn the public’s trust.”

Chairperson Haksoo Ko of the PIPC emphasized the Commission’s active role in developing innovative regulatory frameworks to support the growth of the AI ecosystem amid the rapid transformation of the global AI landscape. He said, “As many companies are striving to develop and deploy new technologies, including artificial intelligence, the PIPC is committed to providing tailored regulatory solutions that support creative challenges and innovation in the private sector.” Chairperson Ko also called on companies to make dedicated efforts to safeguard personal data in order to address growing public concerns over potential data breaches and misuse.

During his presentation, Chairperson Ko introduced the PIPC’s recently published guidelines on personal data processing in the age of AI, including standards for pseudonymizing unstructured data, the use of synthetic data, handling publicly available personal data, managing mobile video surveillance devices, and conducting AI risk assessments. He also highlighted key regulatory initiatives designed to foster responsible innovation, such as the Pre-assessment System for Data Projects, the Personal Data Innovation Zone, and the Privacy by Design (PbD) Certification program, encouraging companies to actively leverage these tools.

The event served as a timely platform for AMCHAM members to engage directly with the PIPC and share perspectives on policy priorities critical to business operations in Korea. It also reinforced the importance of public-private collaboration in advancing Korea’s leadership in the digital economy, particularly ahead of Korea’s hosting of APEC 2025.

AI 시대 한국의 개인정보보호 정책 주제로 특별 간담회 개최

글로벌 비즈니스 커뮤니티와의 소통 이어가…인공지능(AI) 시대 맞아 개인정보위 주요 정책과제 및 추진 계획 공유

2025년 5월 8일 - 주한미국상공회의소 (회장 겸 대표이사 제임스 김, 이하 ‘암참’)가 오늘 그랜드 하얏트 서울 호텔에서 고학수 개인정보보호위원장을 초청해 정책 간담회를 개최했다.

“AI 시대, 한국의 혁신 지향적 개인정보 보호 정책 방향”을 주제로 진행된 이번 간담회에는 암참 회원사를 비롯한 주요 기업 및 업계 관계자들이 참석해, 급변하는 디지털 환경 속에서의 개인정보 보호 정책과 규제 방향 및 정책 협력 방안에 대해 깊이 있는 논의를 나눴다.

제임스 김 암참 회장 겸 대표이사는 “AI 발전의 핵심에는 개인정보와 프라이버시 보호에 대한 규제가 자리하고 있다. 한국은 2024년 AI 기본법 제정 등 과감한 조치를 통해 AI 및 디지털 정책 분야에서 아시아 선도국으로의 입지를 강화해 왔으나, 암참의 『2025 국내 경영환경 설문조사』에 따르면, ‘한국 고유의 규제’는 여전히 아시아 최고의 지역본부 허브로 도약하기 위한 가장 큰 과제로 지적되고 있다.”고 말했다. 이어 “디지털 경제는 암참의 핵심 정책 아젠다 중 하나이며, 혁신과 데이터 보안을 조화롭게 뒷받침하는 규제 환경을 조성하기 위한 고학수 위원장과 개인정보위의 미래지향적 리더십에 깊이 감사드린다.”고 밝혔다.

또한 그는, “AT&T, T-Mobile, SK텔레콤 등에서 발생한 일련의 사이버 보안 침해 사례는 AI 시대에 데이터 보안 리스크가 점점 커지고 있음을 보여준다”며, “이러한 과제는 민간의 노력만으로는 대응이 어려우며, 강력한 민관 협력이 반드시 필요하다.”고 강조했다. 끝으로 그는 최태원 회장과 유영상 대표의 리더십 아래 SK텔레콤은 앞으로도 최고 수준의 데이터 보호 기준을 지속적으로 강화하며, 국민의 신뢰를 받는 기업으로 자리매김할 것이라 확신한다.”고 덧붙였다.

이날 간담회에서 고학수 개인정보보호위원장은 급격한 글로벌 AI 생태계 재편 속에서, AI 생태계 활성화를 위한 혁신적 규범 마련을 위해 개인정보보호위원회가 적극적으로 역할을 하고 있다고 말했다. 특히 많은 기업들이 AI를 포함한 신기술 개발 및 서비스 제공을 위해 노력하는 만큼, 위원회도 기업의 창의적 도전과 혁신을 전격 지원하기 위한 맞춤형 해결방안을 제공하고 있다고 설명했다. 또한, 고 위원장은 대규모 유출 및 오남용 가능성으로 인한 국민의 불안감을 해소할 수 있도록, 각 기업들이 개인정보 보호를 위해 더욱 각별히 노력해 줄 것을 당부했다.

이날 고학수 위원장은 강연을 통해 ▲비정형 데이터 가명처리 기준, ▲합성데이터 활용, ▲공개된 개인정보 처리, ▲이동형 영상정보 처리기기, ▲AI 리스크 평가 가이드라인 등 개인정보보호위원회가 발간한 AI 시대 개인정보 처리 가이드라인에 대한 설명과 함께, ▲사전적정성 검토제, ▲개인정보 이노베이션 존, ▲개인정보 보호 중심 설계(PbD) 인증 등 다양한 혁신 지원 제도에 대해 알리며 기업들의 많은 이용을 당부하였다.

이번 행사는 암참 회원사들이 정책 당국자와 직접 소통하며 기업의 목소리를 전달하고, 정책에 대한 이해를 높일 수 있는 실질적인 교류의 장이 되었으며, 특히 2025년 APEC 정상회의를 앞두고 민·관 협력의 중요성을 다시 한번 확인하는 계기가 되었다.
