AMCHAM Meets Presidential Candidate Hong Joon Pyo to Address Business Environment Challenges

Roundtable highlights urgent need for Korea-specific regulatory improvements to strengthen U.S.-Korea business ties

April 21, 2025 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) hosted a closed-door roundtable today with presidential candidate Hong Joon Pyo of the People Power Party to discuss Korea-specific regulatory reform and the future of U.S.-Korea economic relations.

Held at the AMCHAM Office, the meeting brought together members of AMCHAM’s Board of Governors. The discussion focused on key regulatory issues impacting foreign business operations in Korea and the need for enhanced public-private dialogue to create a more transparent, predictable, and competitive business environment.

AMCHAM shared key findings from its recently published 2025 Business Environment Insight Report, which highlights more than 70 regulatory barriers across 12 sectors. According to the 2025 AMCHAM Business Survey included in the Report, 50% of surveyed member companies rated Korea’s business environment as below average, doubling from 25% the previous year, and 57% reported that government policy negatively impacted their operations, up from 36% in 2024.

In his remarks, AMCHAM Chairman & CEO James Kim emphasized the need for stronger public-private dialogue to resolve Korea-specific regulatory challenges. “Our members continue to see the Korean market as a top priority, but regulatory clarity and fair competition are vital to driving innovation, attracting investment, and fostering long-term growth,” he said.

He added, “As the largest foreign chamber in Korea and a non-political, non-partisan organization, AMCHAM will continue to serve as a trusted bridge between business and government - ensuring that U.S. and Korean companies grow together and unlock new opportunities.”

He said, “To position Korea as a top destination for foreign investment, we need to fundamentally reform our regulatory system. Aside from areas essential to national security and the public interest, unnecessary regulations must be eliminated and greater flexibility introduced. Rigid labor policies, militant unions, and excessive red tape remain major barriers to attracting foreign manufacturing investment. Tackling these structural issues will be key to strengthening the U.S.-Korea economic partnership.”

AMCHAM will continue to engage other presidential candidates in the months ahead to promote policies that enhance Korea’s competitiveness and deepen bilateral economic ties.

2025년 4월 21일 - 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 오늘 오후 국민의힘 홍준표 대통령 경선 후보와 여의도 암참 사무실에서 비공개 간담회를 열고, 한국 고유의 규제 개혁과 한·미 경제협력의 미래 방향에 대해 논의했다.

이번 간담회는 제임스 김 회장 겸 대표이사와 홍준표 후보 간의 1:1 환담으로 시작되었으며, 양측의 모두발언 이후 암참 이사진과의 비공개 라운드테이블로 이어졌다. 참석자들은 국내 규제 환경과 외국인 투자기업의 경영 애로사항, 그리고 보다 예측 가능하고 공정한 비즈니스 환경 조성을 위한 개선 과제에 대해 의견을 나눴다

암참은 이 자리에서 최근 발간한 『2025 국내 비즈니스 환경 인사이트 리포트』의 주요 내용을 공유했다. 보고서에는 디지털 경제, 제약, 에너지, 화학 등 12개 산업을 중심으로 미국 기업의 시장 진입과 성장을 가로막는 70건 이상의 규제 장벽이 담겨 있다. 특히, 보고서에 포함된 『2025 암참 국내 경영환경 설문조사』 결과에 따르면, 응답 기업의 50%가 한국의 비즈니스 환경을 ‘평균 이하’로 평가했으며, 이는 지난해 (25%) 대비 두 배 증가한 수치다. 또한 57%의 기업이 정부 정책으로 인해 경영상 부정적 영향을 받았다고 응답해, 규제개혁의 시급성이 다시 한번 부각됐다.

제임스 김 회장 겸 대표이사는, “한국 고유의 규제 이슈를 해결하기 위해서는 민관 간 보다 실질적이고 긴밀한 소통이 필요하다.”며, “회원사들은 여전히 한국을 전략적 우선시장으로 인식하고 있지만, 혁신과 투자를 촉진하고 지속 가능한 성장을 이루기 위해서는 규제의 명확성, 예측 가능성, 그리고 공정한 경쟁 환경이 반드시 뒷받침되어야 한다.”고 강조했다.

이어 그는 “암참은 국내 최대 외국상공회의소이자 비정치적·초당적 조직으로서, 앞으로도 양국 정부와 기업을 잇는 신뢰받는 가교 역할을 충실히 수행해 나갈 것.” 이라며, “한·미 양국 기업이 함께 성장하고 새로운 기회를 만들어갈 수 있도록 지속적으로 노력하겠다.”고 덧붙였다.

이에 홍준표 국민의힘 대통령 경선 후보는 한국 경제의 미래 비전과 함께, 규제 개혁 및 한·미 통상 파트너십 강화를 위한 의지를 밝혔다.  그는, “한국이 외국 기업의 투자처로 선택받기 위해서는 규제 방식을 근본적으로 바꿔야 한다. 안보와 국익에 반드시 필요한 분야를 제외하고는 나머지를 전면적으로 자유화해 불필요한 규제를 철폐하겠다. 강성 노조와 경직된 고용 제도, 과도한 규제는 외국 제조업 투자를 가로막는 핵심 요인.” 이라고 말하며, “이러한 구조적 문제를 개선해 나가야 한미 간 경제 협력도 더 깊어질 수 있다.” 라고 덧붙였다.

암참은 앞으로도 주요 대선 후보들과의 지속적인 소통을 통해, 한국의 글로벌 경쟁력 제고와 한·미 경제협력 심화를 위한 정책적 논의를 이어갈 계획이다.
