AMCHAM Releases “2025 Business Environment Insight Report” Amid New U.S. Tariffs

Addressing Korea-Specific Regulations for Sustainable bilateral Trade, Korea’s Regional HQ Competitiveness, and the Success of APEC 2025

April 08, 2025 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) proudly announced the publication of the 2025 AMCHAM Business Environment Insight Report: APEC Special Edition, following the release of the United States Trade Representative (USTR)’s publication of the National Trade Estimate Report.

This annual report offers a comprehensive analysis of the regulatory landscape for U.S. businesses operating in Korea and highlights key policy recommendations to foster a more transparent, predictable, and globally aligned business environment. This year’s special edition was released in anticipation of the upcoming 2025 APEC Summit in Korea.

As the largest foreign chamber in Korea with over 800 corporate members and affiliates, AMCHAM has long championed open dialogue and reform to strengthen the U.S.-Korea economic partnership. This year’s report comes at a pivotal moment as Korea prepares to host the APEC Summit for the first time in 20 years, highlighting a strategic opportunity to position Korea as a hub of innovation, investment, and sustainability in the Asia-Pacific region.

The report identifies approximately 70 unresolved or newly emerged regulatory issues across 12 major industries ranging from aerospace, automotive, and pharmaceuticals to the digital economy and energy. Recommendations focus on aligning Korea’s regulatory framework with global standards, eliminating duplicative policies, and improving market access for U.S. companies.

In light of the recent announcement by the Trump administration to impose a 25% tariff on South Korea, the report takes on greater urgency. The proposed tariff introduces a new layer of uncertainty into the bilateral trade environment and underscores the critical need for Korea to proactively enhance its regulatory competitiveness, protect supply chain resilience, and foster a level playing field for international business.

The 2025 report also highlights Korea-specific regulatory barriers that hinder the meaningful entry and expansion of U.S. goods and services. Amid the U.S.’s renewed focus on technical barriers to trade under the Trump administration, AMCHAM seeks to collaborate closely with Korean government stakeholders to address key challenges (see Appendix) raised by the U.S. business community.

“While recent developments surrounding reciprocal tariffs have introduced new challenges to the bilateral trade environment, we remain confident in the strength and resilience of the U.S.-Korea economic partnership,” said James Kim, AMCHAM Chairman and CEO.

미국의 25% 상호 관세 발표 속, 지속가능한 한·미 통상 환경 조성과 2025 APEC 정상회의의성공적 개최를 위한 한국 고유 규제 개선 및 아시아태평양 허브 경쟁력 강화 방안 제시

2025년 04월 08일 - 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 미국 무역대표부(USTR)의 『국가별 무역장벽 보고서 (National Trade Estimate Report)』 발간에 이어 『2025 국내 비즈니스 환경 인사이트 리포트: APEC 스페셜 에디션』을 공식 발간했다고 발표했다.

본 연례 보고서는 한국 內 미국 기업들이 직면한 규제 환경을 종합적으로 분석하고 있으며, 보다 투명하고 예측 가능한, 글로벌 기준에 부합하는 비즈니스 환경 조성을 위한 주요 정책 과제를 담고 있다. 특히, 오는 10월 한국에서 열리는 APEC 정상회의를 앞두고 발간된 특별판으로, 그 전략적 시의성이 더욱 주목받고 있다.

자회사 및 계열사 포함 800여개의 기업회원사를 보유한 국내 최대 외국상공회의소인 암참은, 한·미 경제 파트너십 강화를 위한 개방적 소통과 실질적 제도 개선 노력을 지속해오고 있다. 올해 보고서는 한국이 20년 만에 APEC 정상회의를 주최하는 중대한 시점에 발간된 것으로, 한국이 아·태 지역의 혁신, 투자, 지속가능성 중심지로 도약할 수 있는 전략적 기회를 조명하고 있다.

이번 보고서는 항공우주, 자동차, 제약, 디지털 경제, 에너지 등 12개 주요 산업 분야에 걸쳐 70건여의 규제 이슈를 다루고 있으며, 그중 상당수는 여전히 해결되지 않았거나 작년 이후 새롭게 대두된 과제들이다. 암참은 ▲글로벌 스탠다드와의 정합성 제고 ▲중복 규제 해소 ▲외투기업 시장 접근성 확대 등을 정책적 우선 과제로 제시하고 있다.

특히 최근 트럼프 행정부가 한국산 제품에 대해 25% ‘상호 관세’ 부과 방침을 발표함에 따라 금년 보고서의 긴급성과 중요성은 한층 더 커졌다. 이번 발표는 양국 간 무역 환경에 새로운 변화를 예고하며, 한국이 규제 경쟁력을 높이고, 공급망 회복력을 강화하며, 글로벌 기업이 공정하게 경쟁할 수 있는 환경을 조성해 나가야 할 필요성을 명확히 보여준다.

보고서는 또한 미국 기업의 실질적인 시장 진입과 확장을 저해하는 한국 고유의 규제를 집중 조명하고 있다. 트럼프 행정부 체제하에 미국 內 무역기술장벽(Technical Barriers to Trade, TBT)에 대한 관심이 다시 높아진 가운데, 암참은 회원사들의 주요 우려(부록 참조)를 해소하기 위해 한국 정부와의 협력 강화에 나설 계획이다.

제임스 김 암참 회장 겸 대표이사는 “최근 상호 관세 발표로 양국 간 무역 환경이 다소 복잡해졌지만, 한·미 경제 파트너십의 견고함과 회복력에 대한 신뢰는 변함없다.”며, “70년 넘게 양국은 상호 신뢰를 기반으로 한 경제협력 관계를 구축해왔으며, 앞으로도 지속적인 소통과 협력을 통해 장기적 공동 번영을 실현해 나갈 수 있을 것.”이라고 말했다.

그는 이어 “이번 보고서는 한국이 글로벌 스탠다드에 부합하는 규제 환경을 갖추고, 미국 기업에 안정적이고 매력적인 투자처로서의 경쟁력을 지속적으로 유지해 나가는 데 실질적인 가이드라인이 될 것.”이라고 덧붙였다

보고서는 또한 KORUS FTA의 실질적 경제 파급 효과에 대해서도 강조하고 있다. 협정 체결 이후 한·미 양국 간 교역은 두 배 이상 증가했으며, 미국 기업들은 한국 시장의 장기적 성장 가능성을 높게 평가하고 있다. 이번 보고서는 양국 정부 및 산업계가 규제 개선 및 경제 협력의 핵심 과제를 식별하고 대응 방안을 마련하는 데 있어 중요한 참고 자료로 활용될 수 있을 것으로 기대된다.
