    EVENT DESCRIPTION
    Legal experts will discuss key issues and risk management strategies for companies doing business in Korea regarding the so-called “Yellow Envelope Act” (i.e., amendments to the Trade Union & Labor Relations Adjustment Act), effective March 10, 2026. The session will address one particular aspect of the Yellow Envelope Act, which is about the expanded grounds for labor unions to demand collective bargaining and obtain a strike right. In this context, our speakers will share key points from the Ministry of Employment & Labor (MOEL)’s Interpretative Guidelines. This presentation will be useful for any company with an existing labor union or a company that is at high risk of unionization.

    About the Speaker
    • Matthew Jones, Senior Foreign Attorney, Kim & Chang

      Matthew F. Jones is a senior foreign attorney at Kim & Chang. He primarily practices in the area of labor & employment.

      Mr. Jones advises multi-national clients doing business in Korea on day-to-day legal issues affecting the workplace, including employee discipline and terminations, unions and collective bargaining negotiations and strategy, workforce reductions, workplace privacy, employment contracts, labor-related issues in M&A, crisis management, immigration issues and other human resources issues. He has also overseen and conducted
      hundreds of internal investigations involving allegations of employee misconduct.

      Mr. Jones co-authored the chapter on Korea in PLC Employment and Employee Benefits Guide (Practical Law Company, 2013). He also regularly speaks at various Chambers of Commerce in Korea as well Employer Associations.

      Mr. Jones received a J.D. from Albany Law School in 2000 and a B.A. in Asian studies from Williams College in 1997. He is admitted to the New York bar and the Massachusetts bar.
    • Hyun Jae Park, Attorney, Kim & Chang

      Hyun Jae Park is an attorney at Kim & Chang and a key member of the firm’s Labor & Employment, M&A, and Privacy & Data Security practices.
      Mr. Park advises multinational employers on all aspects of employment and labor matters, including employment policies and benefits, performance management and termination, employment litigation, business restructuring, employee data privacy, labor-management relations, collective bargaining negotiations, and employment- and labor-related issues in M&A and post-merger integration.

      From 2014 to 2015, Mr. Park worked as a foreign attorney at Littler Mendelson P.C. in its Los Angeles and New York offices.

      Prior to joining Kim & Chang, Mr. Park served as a judge advocate with the Republic of Korea Air Force from 2006 to 2009. During his service, he represented the Korean government in defending claims related to military aircraft noise involving high-profile plaintiffs.

      Mr. Park received his Bachelor’s degree from the Department of Political Science, College of Social Sciences, Seoul National University, in 2004. He attended the Judicial Research and Training Institute of the Supreme Court of Korea in 2004 and completed his coursework at the Graduate School of Law, Seoul National University, in 2007.
