AMCHAM Facilitates Dynamic Dialogue to Bolster Korea's Competitiveness as a Regional Business Hub Following the recent “Korea as an Asia-Pacific Regional Headquarters Report,” the ‘AMCHAM Doing Business in Korea Seminar 2024’ explores key insights and strategies for boosting investment environment through improved regulations and enhancing competitiveness as a business hub in the region April 23, 2024 – The American Chamber of Commerce in Korea (AMCHAM Korea) hosted the sixth Doing Business in Korea Seminar 2024 at the Grand Hyatt Seoul today. The event brought together a diverse array of stakeholders, including officials and policymakers from the U.S. and Korean governments, and representatives from domestic and foreign companies, to explore strategies for bolstering Korea's competitiveness as a regional business hub in the Asia-Pacific region. Recognizing Korea's immense potential as a regional hub and acknowledging challenges such as regulatory unpredictability, AMCHAM recently published a comprehensive report titled “Korea as an Asia-Pacific Regional Headquarters.” Under the theme of “Korea at the Crossroads: Key Policy Agenda to Make Korea a Regional Headquarters,” this year’s seminar featured in-depth presentations and panel discussions on policies aimed at accelerating Korea’s journey to becoming a regional headquarters. Throughout the event, attendees engaged in lively discussions on regulatory challenges, policy reform, and strategies for attracting more regional headquarters to Korea. Industry experts shared valuable insights, fostering constructive dialogue between private and public sectors. In his opening remarks, Chairman & CEO James Kim of AMCHAM said, “Given Korea’s strengths in economic fundamentals and expertise in critical and emerging technologies, we believe that Korea stands at a significant juncture to establish itself as a regional headquarters in the Asia Pacific. Korea should not take a second seat to any country here in Asia.” “Iconic U.S. companies such as Delta, Inspire, Novelis and Qualcomm are already operating their Asia Pacific headquarters in Korea. Enhancing Korea’s competitiveness in the business environment would also benefit Korean businesses such as Korean Air, creating value-added benefits for the broader economy,” he continued. “I am excited about the impressive lineup of speakers today and look forward to learning more about how AMCHAM, together with the government and business stakeholders, could drive the RHQ initiative forward.” Park Jeung, Chairperson of Environment & Labor Committee of the National Assembly, “Unlike in the past, the environment and labor are now becoming opportunities. In addition to emphasis on ESG management, responses to the climate crisis such as RE100 has become a global standard, and continuous improvement of the labor environment is leading to the success and growth of businesses,” he said. “On the other hand, not all systems are positive for business activities, so our Environment and Labor Committee has been continuously improving laws and systems, and we plan to continue our efforts in the future.” He continued, “If stakeholders work together to develop Korea into a hub in Asia, I am confident that the global economic recession can be transformed into an opportunity. I will do my best to ensure that the productive discussions that take place today are well-reflected in the future of the Republic of Korea.” Cheong InKyo, Minister for Trade, Ministry of Trade Industry and Energy, underscored the strategic synergy between Korea and the U.S. within the evolving global trade landscape. “The economic security alliances, high-tech industries, and supply chain collaborations have forged stronger ties between Korea and the U.S. than ever before. These partnerships are our most robust assets in tackling challenges such as the competition for high-tech industrial leadership and geopolitical complexities,” he said. “We appreciate AMCHAM's dedication to strengthening the Korea-U.S. relationship. The Korean government remains committed to implementing various policy measures to create a stable investment environment, making Korea an attractive investment destination and a leading hub of innovation in Asia.” Philip Goldberg, U.S. Ambassador to South Korea, said, “Korea is at a moment of opportunity to position itself to attract more international businesses. Managing an economy as sophisticated as Korea’s is not easy, and there is always room for improvement. This includes initiatives like the regular 'Foreign Chamber Day' held in January.” Following opening remarks, Jeffrey Jones, Chairman of the AMCHAM Partners for the Future Foundation, presented insights from the “Korea as an Asia-Pacific Regional Headquarters Report,” emphasizing the significance of Korea's potential as a regional hub. A focal point of the seminar was the Fireside Chat on the topic of “Korea's Competitiveness as a Regional Hub.” Moderated by Jeffrey Jones, Chairman of the AMCHAM Partners for the Future Foundation, the discussion delved into key topics such as factors driving major multinational companies to choose Korea as their regional headquarters amid intensifying global competition. The panelists, including Director for Foreign Investment Policy Division Lee Minyoung of the Ministry of Trade, Industry & Energy, Vice President-Asia Pacific Jeff Moomaw of Delta Air Lines, and AMCHAM Cross-Border Investment Committee Co-chairs Ryan Brown and Robert Smith, explored the potential influence of the Regional Headquarters (RHQ) initiative on U.S.-ROK relations. Representatives from PERSEOLKELLY Consulting, Morgan Stanley, Mohegan INSPIRE Entertainment Resort and Dulwich College Seoul discussed various areas of opportunities in Korea to support its transformation into a top destination for global companies. Presentations covered workforce dynamics, challenges and opportunities, acceleration of the Korean financial industry through reforms and digitalization, the development and opening of Inspire Entertainment Resort and the role of international education in foreign direct investment. Another panel discussion, moderated by Henry An, Chairman of AMCHAM Board of Governors, delved into policy agendas to make Korea a Regional Headquarters. The seminar concluded with a forward-looking discussion on key reforms necessary to ensure Korea's competitiveness against regional competitors and strategies for accelerating momentum towards making Korea a regional hub. AMCHAM Engages in Dynamic Dialogue on Trade Enforcement Policies and Trends with U.S. CBP and KCS Facilitating Bilateral Trade: AMCHAM Collaborates with KITA in Joint Trade & Customs Seminar April 4, 2024 – The American Chamber of Commerce in Korea (AMCHAM, Chairman and CEO James Kim) co-hosted a joint seminar with KITA featuring representatives from the U.S. Customs and Border Protection (CBP) and the Korea Customs Service (KCS) at the Kim & Chang Crescendo Building this afternoon. Speakers from CBP and KCS gathered to discuss U.S. Customs and Korea Customs trade enforcement policies and trends as well as to hear the opinions of various global companies, including AMCHAM member companies. AMCHAM Chairman & CEO James Kim said, “ Under President Biden and President Yoon, we have witnessed the U.S.-ROK relations reaching unprecedented heights. Bilateral trade and investments have surged, with Korea emerging as the top investor in the U.S. since 2021 and the U.S. becoming the primary export market to Korea as of December last year.” He continued, “CBP and KCS play a critical role in ensuring that trade, especially between the U.S. and Korea, continues to be reliable and fair.” He added, “Companies operating globally need to stay updated about these regulations. We should take proactive measures to ensure that we are complying with changing regulatory requirements and following best practices. AMCHAM will continue to do our best to strengthen the U.S.-Korea trade partnership and assist not only American companies in Korea but also Korean companies expanding into the U.S.” Lee Chul-hun, Director of External Relations Division of Korea Customs Service, said, “The KORUS FTA, celebrating its 12th anniversary this year, stands out as the most significant and successful agreement among the 21 FTAs signed by Korea over the past two decades.” He continued, “This achievement owes much to the close collaboration between the public and private sectors, including import and export firms, government agencies such as customs authorities of both nations, and various related entities.” He added, “KCS recently introduced Smart Innovation strategies in February to adapt to the dynamic trade landscape, aiming to establish both a 'Safer KCS' and a 'More Convenient KCS.'” He emphasized, “We are dedicated to ensuring ongoing communication within the trade industry and fostering robust collaboration with key partners, including the United States.” After a brief introduction by Katrina Chang, Senior Advisor at Kim & Chang and Co-chair of the AMCHAM Trade & Customs Committee, the seminar began with presentations by representatives from CBP. Raymond Irizarry, Director of Textiles & Trade Agreement Division at the Office of Trade at Customs and Border Protection (CBP), delivered an overview of CBP’s Green Trade Strategy. He said, “Since the U.S.– Korea Free Trade Agreement went into effect 12 years ago, our countries have demonstrated tremendous partnership and resilience in the face of evolving and unprecedented challenges. CBP looks forward to strengthening our relationship with Korea in the years to come as we work together to level the playing field for compliant traders and to increase economic growth for both of our nations.” Katie Woodson, Assistant Director of Forced Labor Division at the Office of Trade at U.S. Customs and Border Protection (CBP), shared an update on UFLPA and Forced Labor Enforcement Trends. Given the tremendous increase in trade and investment between the U.S. and Korea, AMCHAM has identified several areas for improvement to enhance Korea’s position as an APAC RHQ and further strengthen the economic partnership between the two countries. The report highlighted that the key to making Korea more appealing to foreign investors lies in establishing a regulatory environment that stands competitively alongside other countries in the region. Earlier this month, the AMCHAM Board of Governors also sent South Korean President Yoon Seok Yeol a letter calling for regulatory reform to strengthen Korea’s competitiveness. The Board members highlighted various pressing issues, including the need to improve Labor Flexibility, lessen Energy Costs, eliminate Foreign Exchange Regulations, mitigate CEO Criminal Liability, ease Digital Economy Regulations and enhance Korea’s English Education, as well as greater emphasis on ensuring proactive communication in support of transforming Korea’s position as RHQ. Containing the signatures of 30 members of the Board, this letter is the second instance in which AMCHAM formally appealed to President Yoon with a comprehensive set of policy recommendations. The report also includes the results of the “AMCHAM Business Survey 2024,” an annual survey that details AMCHAM members’ opinions of the state of the Korean business environment. According to the results of the AMCHAM Business Survey 2024, Korea has been ranked as the second most-preferred destination for regional business headquarters in Asia, after Singapore, for the third consecutive year. While 43.7% of respondents rated the current business environment in Korea as average, indicating room for improvement, a notable portion of 31% rated it positively. This suggests that there is a foundation upon which to build and improve, with 66.2% of respondents expressing optimism or neutrality regarding the business outlook for their respective industries in Korea within the next two years. Highlighted concerns in the survey include Korea's unique regulations, which are crucial for establishing Korea as the APAC RHQ. At the ceremony hosted by the Ministry of Economy and Finance, Chairman & CEO James Kim was recognized by the National Tax Service for his contributions to tax cooperation. As Chairman and CEO of AMCHAM, James Kim has served as a bridge between foreign companies and Korean government agencies. He has organized numerous tax-related forums and seminars, facilitating the communication of industry opinions on tax reform and enhancing AMCHAM member companies' understanding of the Korean tax system.
