제임스 김 암참 회장, 납세자의 날 대통령 표창 수상   매일경제 정상봉 기자 - 제임스 김 주한미국상공회의소(암참) 회장이 4일 오전 열린 ‘제58회 납세자의 날’ 기념식에서 대통령 표창을 받았다. 이날 기념식은 기획재정부 주최로 서울 동대문 디자인플라자(DDP)에서 열렸다. 김 회장의 이번 수상은 국세청으로부터 세정협조자 유공을 인정받은 데 따른 것이다. 김 회장은 산업계의 의견을 모으고 글로벌 기업들이 국내 조세제도를 이해할 수 있도록 돕기 위해 조세 관련 간담회와 세미나를 열어왔다. 한국을 아태지역 비즈니스 중심지로 키우는 데 우호적인 환경을 조성하는 데에도 힘써왔다는 부분도 높은 평가를 받았다. 김 회장은 “국내 기업은 물론 개인들을 위한 공정한 조세 제도 촉진을 위한 김창기 국세청장의 노고와 헌신에도 진심으로 감사의 인사를 전하고 싶다”며 “앞으로도 암참은 글로벌 재계와 한미 양국 정부의 연결고리로서 역할에 충실히 임할 것”이라고 말했다. 김 회장은 2014년 암참 회장 취임 이후 10년 가까이 암참을 이끌고 있다. 암참은 1953년 한국과 미국의 투자와 교역 증진을 목적으로 설립된 국내 최대 규모 외국 상의다. 한미 양국의 경제 협력 강화 등을 위해 경제 각계에서 활발히 활동 중이다. 출처: https://www.mk.co.kr/news/business/10956134

尹대통령, 외투기업 만나 “사업 전개에 유리한 제도 제공할 것”(종합)  조선비즈 김문관 기자 - 윤석열 대통령은 14일 첨단산업 분야 외국인투자기업 대표들과 주한 상공회의소 대표들을 초청해 오찬 간담회 갖고, 외국인투자활성화 방안을 논의했다. 윤 대통령은 이 자리에서 “여러분들이 대한민국에서 사업을 전개하는 데 도움이 될 수 있도록 글로벌 스탠더드보다 더 유리한 제도와 규제 환경을 제공하겠다”고 밝혔다.   김수경 대통령실 대변인은 이날 서면 브리핑을 통해 이같이 밝혔다. 서울 중구 대한상의서 열린 이날 간담회에서 윤 대통령은 “그동안 해외에서 외국 기업인들을 많이 만났지만 정작 우리 대한민국에 투자하고 진출해 있는 여러분을 너무 늦게 모시게 된 게 아닌가 미안한 생각이 든다”며 “여러분께 무엇보다 고맙다는 말씀을 드리고 싶다”고 말했다.   윤 대통령은 이어 지난해 세계 경기 위축에도 불구하고 외국인투자가 역대 최대 규모인 327억달러를 달성한 것과 관련, 참석한 외국인투자기업들에게 감사의 뜻을 전했다. 윤 대통령은 또 “외국인투자기업이 우리나라 수출의 21%를 차지하는 것은 물론이고 고용의 6%를 담당해 젊은이들에게 좋은 일자리를 제공하고 있다”며 “이제 정부의 차례”라고 정부의 지원 의지를 강조했다.   이날 오찬에서는 안덕근 산업통상자원부 장관의 ‘외국인투자 활성화 방안’ 발표에 더해 투자활성화를 위한 외국인투자기업들의 건의와 토론이 이어졌다.  주한미국상공회의소(암참)의 제임스 김 회장은 “규제개혁에 대한 대통령의 의지가 외국인투자기업의 한국 내 사업 환경을 월등히 개선시켰다”며 “한국이 아시아 지역의 거점 국가(regional headquarter)가 되지 않을 이유가 없다. 한국을 아시아의 거점 국가로 만드는 것이 미국 상의의 목표”라고 강조했다. 김 대표는 외환거래 시 필요한 제출서류 간소화와 망분리 규제 완화에 대한 정부의 지원을 요청했다.  도레이첨단소재(탄소섬유)의 이영관 대표는 현 정부 출범 후 한일관계가 개선되어 대한(對韓) 투자를 확대하고 있다며 국가전략기술 세액 공제 대상에 소재·부품·장비가 포함되도록 건의했다.   참석자들은 이외에도 ▲임시투자세액의 연장과 친환경 대체 연료에 대한 투자 지원 ▲외국인투자기업의 현금지원과 관련해 국비의 지원 비율의 상향 ▲미래 친환경차 생산을 위한 투자지원 및 자동차 수출 물류비에 대한 지원 ▲청정수소에너지 산업 활성화를 위해 정부 차원의 관련 규정 정비와 인프라 구축 등 다양한 분야에서 정부의 지원과 협력을 요청했다.  이에 최상목 경제부총리 겸 기획재정부 장관과 안 장관은 이날 나온 사항들을 바탕으로 한 다양한 지원책 마련을 약속했다.   한편 이날 오찬 간담회에는 제임스 김 주한 미국상공회의소 회장, 필립 반 후프 주한 유럽상공회의소 회장, 마틴 행켈만 한독상공회의소 회장, 다비드 피에르 잘리콩 한불상공회의소 회장, 이구치 카즈히로 서울재팬클럽 회장 등 주한 상공회의소 대표들이 참석했다.   또 박광선 어플라이드 머티어리얼즈 코리아 대표, 핵터 비자레알 한국GM 대표, 안와르 에이 알-히즈아지 에쓰오일 대표 등 외국인투자기업 12개사 대표가 함께했다. 정부에서는 최상목 경제부총리 겸 기획재정부 장관, 안덕근 산업통상자원부 장관, 대통령실에서는 이관섭 비서실장, 성태윤 정책실장, 박춘섭 경제수석 등이 참석했다.   출처:https://biz.chosun.com/policy/politics/2024/02/14/2WYAWJJZRRFAXDQBAFGMYAEB24/?utm_source=naver&utm_medium=original&utm_campaign=biz

Yoon urges increased foreign investments in Korea for mutual prosperity of free nations     By Park Jae-hyuk, The Korea Times - President Yoon Suk Yeol asked foreign companies in Korea to continue investing in the country not only for the Korean economy but also for the prosperity of other free democratic nations in the Indo-Pacific and beyond, the presidential office said, Wednesday. He made the request to representatives of foreign firms during a luncheon at the Korea Chamber of Commerce and Industry (KCCI) in Seoul. The presidential office said Yoon promised to create a business environment that is conducive to foreign companies and offer tax incentives aligned with global standards. “Regarding laws and budgets, I will create a better business environment as soon as possible in collaboration with the National Assembly,” the president said. “Regarding presidential decrees, we will do our best.” He also expressed his gratitude for $32.7 billion worth of foreign investments in Korea last year and the fact that exports by foreign firms here account for 21 percent of the nation’s total outbound shipments. Representatives of companies from the U.S., Japan, Saudi Arabia and Europe, including Germany and France, asked Yoon to ease business regulations that are unique to Korea. American Chamber of Commerce in Korea (AMCHAM) Chairman James Kim criticized Korea’s foreign exchange regulations for imposing excessive burdens on companies in terms of management time and operating costs. Additionally, he highlighted concerns about the country's network separation regulations, which he argued complicate global cloud integration for foreign firms. “These regulations restrict Korea’s potential to position itself as a business hub for high-tech industries which are so important for Korea,” the AMCHAM chairman was quoted as saying by the chamber's spokesperson. He also unveiled AMCHAM’s plan to publish a report outlining how Korea could enhance its position to make foreign firms establish their Asian headquarters here, according to the spokesperson. The heads of foreign chambers and representatives of 12 foreign companies also attended the luncheon and discussed Korea's business environment. “Our CEO talked about the need for companies to satisfy environmental standards,” the Korean-German Chamber of Commerce and Industry spokesperson said. French Korean Chamber of Commerce and Industry Chairman David-Pierre Jalicon emphasized the need to integrate global certification and standards, ensuring equitable access for foreign companies to sandbox projects and national growth plans, and establishing a streamlined cash grant system for foreign investors. He noted that this vision aligns with Yoon's "Market Economic Driven Vision." There were no representatives from the China Chamber of Commerce in Korea (CCCK) or any other Chinese businesspeople attending the luncheon. Last month, when representatives of foreign chambers in Korea met KCCI Chairman Chey Tae-won, who has emphasized the importance of the Chinese market, CCCK Vice Chairman Eric Ma attended the event. The CCCK chairman also attended former President Moon Jae-in's luncheon with foreign company representatives in February 2022. It remains uncertain whether the Chinese New Year holidays that last until Feb. 17 or political reasons prevented the CCCK from sending its representative to the luncheon. The chamber was unavailable for comment on the matter. During the luncheon, Minister of Trade, Industry and Energy Ahn Duk-geun gave a presentation on ways to encourage foreign investments in Korea. 암참, 공정위와 ‘플랫폼법’ 비공개 간담회…“산업계-정부간 가교 역할 강화”   헤럴드경제 김민지 기자 - 주한미국상공회의소(이하 암참)이 25알 오전 공정거래위원회(이하 공정위)를 초청해 ‘(가칭)플랫폼 공정경쟁 촉진법(이하 플랫폼법)’ 관련 비공개 간담회를 개최했다고 이날 밝혔다. 이번 간담회는 플랫폼법 제정 추진에 대한 업계의 의견을 보다 효과적으로 전달하기 위해 마련됐다. 암참은 올 초 공정위와의 면담을 통해 본 법안과 관련한 업계의 의견을 충분히 수렴할 필요가 있다는 취지에서 관련 간담회 추진을 제안했다. 암참 사무실에서 진행된 이날 간담회에는 제임스 김 암참 회장 겸 대표이사를 비롯해 글로벌 플랫폼 업계 관계자들이 참석했다. 공정위가 ‘플랫폼법’ 도입 취지와 주요 내용 등을 설명하는 한편, 관계자들은 법안과 관련한 다양한 의견을 교환하며 국내 비즈니스 환경 개선 방안을 모색했다.  제임스 김 암참 회장 겸 대표이사는 “‘플랫폼법’과 관련해 투명성 제고와 소통 강화를 위한 공정위의 노력에 사의를 표한다”며 “암참은 앞으로도 지속적으로 한국 정부와 글로벌 기업간 소통의 창구 및 가교로서의 역할에 최선을 다할 것”이라고 덧붙였다. 그는 이번 법안 수립 과정에 대해 충분한 시간을 두고 산업계의 의견을 적극 수렴·반영해 입법 과정 전반에 투명성을 제고해줄 것을 재차 요청했다. 또한 입법 프로세스 전반에 걸쳐 암참을 포함한 업계와 지속적으로 소통해 달라고 했다. 그러면서 “앞으로도 암참은 아·태지역 비즈니스 허브로서의 대한민국의 국가 경쟁력 제고를 위한 글로벌한 투자환경 조성을 위해 민·관과 긴밀히 협력하여 나갈 것” 이라고 밝혔다. 한편 육성권 사무처장은 간담회를 통해 “‘플랫폼법’ 제정으로 플랫폼 시장의 경쟁 환경이 개선되고 아이디어만으로 사장에 진입하여 성장할 수 있는 기회가 될 것”이라며 “‘플랫폼법’의 적용 대상 기준 및 절차는 국내외 구분 없이 명확하고 투명하게 마련될 것이며, 국적에 따른 차별 없이 동일하게 적용될 것”이라고 강조했다. 또한, “법 제정 추진 과정에서 업계의 의견을 충분히 청취할 계획” 이라고 덧붙였다. 암참은 오는 3월 7일 한기정 공정거래위원장을 초청해 암참 회원사들과 공개 간담회를 개최할 계획이다. 이를 통해 공정위의 정책 방향을 소개하고 글로벌 기업이 겪고 있는 경영상의 애로와 건의사항에 대한 의견을 보다 자유롭게 교환하는 자리를 마련하겠다는 방침이다. 출처: https://news.heraldcorp.com/view.php?ud=20240125000569

Chambers call for more incentives, eased regulations in health care, renewables  Park Han-na, The Korea Herald - Korea would be more attractive for global renewable energy and health care companies if they were given higher financial incentives and eased regulations, chiefs of foreign business lobby groups said Wednesday. The Korea Chamber of Commerce and Industry held the 2024 Foreign Chamber Day with representatives of foreign business networking organizations to share opinions on difficulties faced by global firms operating here in the fields of economic cooperation, labor, trade and regulatory approval, as well as improvement measures. “I believe that foreign investments have become a new force driving global industrial competition, especially in high-tech industries. … the management activities and policy suggestions of foreign companies can serve as barometers for upgrading our economy to global standards,” KCCI Chairman Chey Tae-won, who also doubles as SK Group's chairman, said at the meeting. Presided over by Chey, the gathering was attended by some 10 business leaders including European Chamber of Commerce in Korea President Stefan Ernst, Seoul Japan Club Chairman Kazuhiro Iguchi and David-Pierre Jalicon, chairman of the French-Korean Chamber of Commerce and Industry. “As Korea has many excellent conditions to become Asia's No. 1 regional headquarters, we hope that it will make efforts to attract global regional headquarters by providing more diverse incentives,” American Chamber of Commerce in Korea Chair James Kim said during the meeting. “Despite various obstacles such as global supply chain disruption and geopolitical risks, Korea is an attractive investment destination that maintains a strong alliance with the US via free trade agreements and ally-shoring,” Kim said. Ally-shoring refers to manufacturing and sourcing from countries that are geopolitical allies. According to the KCCI, foreign investment has increasingly become one of the two major pillars that provide great vitality to Asia’s fourth-largest economy, along with exports. Foreign direct investment in Korea reached an all-time high of $32.72 billion last year, hitting the $30 billion milestone for two consecutive years. The Korea-German Chamber of Commerce and Industry Chair Holger Gerrmann suggested advancing the renewable energy system by enacting laws related to wind energy and increasing opportunities for cooperation in new industries such as the biopharmaceutical sector. ECCK President Stefan Ernst picked climate change and digital economic cooperation as areas in which Korea and EU member countries should beef up partnerships, while upgrading the Korea-EU FTA. The chiefs also suggested improving approval-related regulations, such as easing the standards for restricted substances related to metal accessories and shortening the approval process period for pharmaceutical products. ​"韓 제약사·빅파마 오픈이노베이션에 인센 줘야" ◆암참 '보건의료혁신세미나'  정부, 혁신제품 규제 완화 등 필요 유연성 높이면 성공사례 쏟아질 것  서울경제 박효정 기자 - 급성장하는 국내 제약·바이오 업계에 더 바람직한 혁신 생태계가 조성되기 위해서는 글로벌 빅파마와 국내 기업의 오픈 이노베이션에 정책 인센티브가 필요하다는 제언이 나왔다.  알버트 김 한국MSD 대표이사는 4일 주한미국상공회의소(암참)가 포시즌스호텔 서울에서 개최한 보건의료혁신세미나에서 “최근 한국 바이오 산업은 혁신신약·임상시험·제조능력 등 분야에서 큰 진전을 이뤄 글로벌 빅파마와 국내 기업 간 협력 기회가 늘고 있다”며 “한국MSD는 국내 11개 기업과 공동 임상시험을 지속하는 등 글로벌 항암제 시장에 함께 진출하겠다는 의지가 강하다”고 밝혔다.  다만 김 대표는 “한국에서 활동하는 글로벌 제약사가 한국 정부로부터 혁신에 대한 보상을 받는다면 다양한 협업 기회가 늘어날 것”이라며 “오픈 이노베이션을 인정하는 정책이 나오면 한국 지사에서 본사를 더 쉽게 설득할 수 있고 한국 정부가 목표로 하는 바람직한 바이오 혁신 생태계를 만드는 데에도 큰 도움이 될 것”이라고 내다봤다.  김 대표는 이어 “국내에 존재하는 2000~3000여개 바이오텍은 글로벌 빅파마와 기술수출 계약 체결을 목표로 하지만 임상을 거쳐 신약으로 출시될 확률은 100만 분의 1 수준에 불과하다” 면서 “확률을 높이기 위해서는 글로벌 빅파마와의 합동 임상이 중요한데 MSD는 수익이 나중에 나오더라도 연구 목적의 협력에도 열려 있는 만큼 많은 국내 바이오텍과 협력할 준비가 돼 있다”고 강조했다.  오진용 존슨앤드존슨메드테크코리아 대표이사 역시 “세계 최고 수준의 임상시험 역량, 인프라, 전문 인력, 디지털 기술을 갖춘 한국은 혁신의 원천지이자 새로운 기술을 시험할 수 있는 곳으로 글로벌 시장에서 각광받고 있다” 면서도 “정부가 신의료기술평가 등 혁신 제품의 시장 진입 규제나 가격 책정 과정에서 유연성을 높여준다면 글로벌 기업과 한국기업 간 좋은 협업 사례가 많이 나올 것”이라고 조언했다.  김동원 모더나코리아 대외협력총괄은 “모더나라는 회사가 갑자기 혜성처럼 뚝 떨어졌다 생각할 수 있지만 10년간 꾸준히 메신저리보핵산(mRNA) 전문성을 갖추기 위해 막대한 투자를 진행했고 지난해에도 연구개발(R&D) 투자금을 전년 대비 65% 늘렸다” 며 “한국 정부가 국적보다는 기술력에 중점을 두고 오픈 이노베이션을 인정해준다면 한국에서도 기술을 가진 바이오텍이 얼마든지 해외로 진출할 길이 열릴 것”이라고 했다.  임광혁 박스터코리아 사장은 “글로벌 의료기기 리딩 기업으로서 국내 중견기업에 기술을 이전하고 이를 바탕으로 새로운 제품을 만들어 해외 시장에 수출하는 비즈니스 모델을 유지하고 있다”며 “오픈 이노베이션으로 성공한 사례가 생기면 한국 정부가 참여 기업에 허가나 보험급여 인정, 약가 책정 등에서 인센티브를 주는 방안 등을 고민해볼 필요가 있다”고 말했다.  이날 개회사에서 제임스 김 암참 회장은 “보건의료 산업은 지난 몇 년간 코로나19 팬데믹으로 인한 갑작스럽고 거대한 변화에 대처해왔다”며 “이제는 정부와 기업을 포함한 여러 이해관계자들이 힘을 모아 한 단계 도약한 ‘K헬스케어’를 위한 전략을 짜야 할 때”라고 강조했다.  국회 보건복지위원회 소속 김미애 국민의힘 의원은 축사에서 “보건의료 분야의 현안 공유와 이해관계자 간 협력 방안을 논의해 우리가 나아가야 할 방향을 설정하는 것을 물론 한미 간 동맹 강화로 이어지길 바란다”며 “앞으로도 다각적인 측면에서 협력관계를 돈독히 이어갈 수 있길 희망한다”고 했다.  출처 : https://www.sedaily.com/NewsView/29YDQQ1DWR
