June 14, 2017 ? The American Chamber of Commerce in Korea (AMCHAM) hosted a Press Conference on Doorknock 2017 on Wednesday, June 14 at the AMCHAM office to elaborate on the progress and achievements made during this year’s Doorknock visit to Washington D.C. in May.

 

At the press conference, Chairman of AMCHAM (President and CEO of GM Korea) James Kim discussed the increased importance of AMCHAM’s role as a bridge-builder during this year’s Doorknock due to the new presidential administrations in both Korea and the United States.

 

“We believe that this year’s Doorknock is AMCHAM’s most important in our history, especially given that we now have two new presidents,” said Chairman Kim. He emphasized that it is now crucial for AMCHAM to facilitate a clear and constructive roadmap that ensures stability and a win-win partnership between the two nations.

 

“Having Hyundai Motors join us in this Doorknock also added a unique perspective regarding the U.S.-Korean economic relationship,” said Chairman Kim. “At each meeting, we were able to discuss the value that Hyundai has already created in the United States. In the future, we are going to expand our delegation to include a few more select Korean companies.”

 

In closing, he reiterated AMCHAM’s commitment to serving as a bridge-builder between the United States and Korea. He urged the Korean government and Korean companies to meet with AMCHAM to discuss potential ways AMCHAM could continue this role.

 

Following Chairman Kim’s remarks, Jeffrey Jones, Former Chairman of AMCHAM and Foundation Chairman of Partners for the Future Foundation delivered in-depth remarks about the policies discussed at this year’s Doorknock, describing it as an opportunity to build upon the discussion that began with U.S. Vice President Mike Pence earlier in 2017 and advance a constructive relationship with the Trump administration.

 

“Our main goal was to be a voice of fact and reason to the new Trump administration so that they can make appropriate decisions on the basis of those facts and see AMCHAM as a knowledgeable resource and trusted partner,” said Former Chairman Jones.

 

He went on to suggest some measures that President Moon could implement to help alleviate much of the pressure on the KORUS FTA during his summit with President Trump later this month: a 10 billion dollar “Buy American Fund” as an expression of commitment to purchase American made goods; efforts over the next 10 to 12 months to resolve all of the outstanding KORUS FTA non-implementation issues identified in the National Trade Estimates report prepared by USTR; increase imports of U.S. sourced LNG ad shale oil from the U.S. into Korea; to include FMS sales in trade figures which is a reflection of actual purchases by Korea of U.S. manufactured defense related equipment; and to cooperate to increase the number of Korean citizens registered on the U.S. Global Entry Program eliminating the interview by CBP at the port of entry.

Finally, David Ruch, Former Chairman of AMCHAM delivered remarks elaborating on the response from Washington D.C. and the state of the KORUS FTA.

 

Former Chairman Ruch cited several issues that were addressed throughout their meetings in Washington D.C. by the U.S. administration, such as the trade deficit in manufactured goods since the signing of the KORUS FTA, trade imbalances that are compounded by KORUS compliance issues, among other imbalances in the strategic and economic relationship. He proposed ways to close the gap between perception and real performance of the KORUS FTA.

 

“Overall, the KORUS agreement is working,” he remarked. “In 2016, 23 U.S. states had more than $500 million in exports to Korea, and more than 90% of all U.S. Congressional districts have increased their exports to Korea compared to pre-KORUS levels. There are areas for improvement, but we are seeing the tide raise all boats.”

 

Around 30 members of press from both domestic and foreign media outlets were present at the Press Conference. They were able to participate in in-depth discussion and a Q&A session after the speeches. Further discussion on similar topics will be discussed tomorrow at the “Korea-U.S. Economic Policy Forum” hosted by AMCHAM and The Federation of Korean Industries (FKI).

암참, 트럼프 행정부의 무역 환경 개선

2017년 6월 14일 ? 주한미국상공회의소 (이하 ‘암참’)는 6월 14일 (수) 오전, 서울 주한미국상공회의소 사무실에서 금년도 진행된 암참 도어녹 (Doorknock) 방문의 성과를 브리핑하기 위한 기자회견을 개최했다.

 

기자회견을 통해 제임스 김 암참 회장은 양국 새 정부 출범으로 인해 더욱 중요해진 암참의 가교자 역할을 강조했다. “이번 도어녹 방문은 한미 양국의 새로운 대통령이 취임한 이후 처음으로 이뤄진 것으로 그 어느때 보다 중요한 이정표를 세우는 계기가 되었다”고 전하면서 암참이 더 나아가 양국의 ‘윈윈 관계’를 보장하고, 건설적인 로드맵을 구축해야 할 중대한 과제를 안고 있다고 전했다.

 

김 회장은 이어, “현대자동차그룹은 이번 회의를 통해 미국 내 일자리 창출에 기여한 바를 미 측에 전달함으로써 기존의 한미 경제관계에 새로운 모멘텀을 구축했다”며 “향후 도어녹 사절단에 국내 기업을 포함해 더욱 다양한 관점에서의 성과를 전달 할 수 있도록 노력 할 것”이라고 밝혔다.

 

김 회장은 연설을 마무리하면서 암참이 한미 간 가교역할을 수행하기 위해 더욱 노력할 것이라고 강조했다. 더불어, “한국 정부와 한국 기업들이 암참에 고충을 전해주시고 이를 암참과 함께 풀어나가기를 희망한다”고 전했다.

 

김 회장의 연설 이후 제프리 존스 전 암참 회장 겸 미래의동반자재단 이사장이 도어녹 회의에서 논의된 사안들에 대해 설명했다. 존스 이사장에 따르면 올해 도어녹은 연초 미국 마이크 펜스 부통령께서 방한하셨을 당시 이루어졌던 논의를 발전시키고 트럼프 행정부와의 건설적인 유대관계를 더욱 돈독히 할 수 있는 기회라고 밝혔다.

 

“도어녹 방문을 통해 암참은 트럼트 정부에 객관적인 사실을 전달하는 창구가 됨으로써 암참이 제공하는 사실에 기반해 미 정부가 적합한 정책적 판단을 내리고, 암참이 올바른 정보의 출처, 신뢰받는 파트너로 인정받는 것을 목표로 했다”고 존스 이사장이 전했다.

 

나아가, 100억 달러 규모의 미국산 제품 구매 펀드 조성, 향후 10-12개월동안 미 무역대표부가 발간하는 무역장벽보고서 상 식별된 한미 FTA 미 이행 사안 해결을 위한 노력, 한국의 미국산 LNG 및 셰일가스 수입 증대, 미국의 대외군사판매량을 한미 무역수지 산출 시 반영, 미국의 글로벌 엔트리 프로그램 활성화를 통한 한국인 미국 방문 확대 등을 문재인 대통령과 트럼프 대통령이 정상회담 시 공동 발표하는 방안을 제언했다.

 

올해 도어녹의 또 다른 중요한 목적이 트럼프 정부의 對 한국 무역정책 방향을 이해함과 동시에 한미 양국 간 경제 파트너십의 혜택에 대해 미 행정부와 입법부 모두가 충분히 이해할 수 있도록 도움을 주는 것이었다고 말했다.

 

마지막으로 데이비드 럭 전 암참 회장이 도어녹 프로그램 당시 워싱턴 반응과 한미 FTA의 현주소에 대해 발표했다.

 

럭 전 암참 회장은 한미FTA 발효 이후 발생했던 상품 분야의 무역수지 적자, 한미FTA 미 이행으로 인한 무역 불균형 심화, 한미 전략적 관계와 경제적 관계 간의 간극을 중심으로 도어녹 회의 중 논의되었던 여러 가지 안건에 대해 설명했다. 나아가 이들에 대한 일반적 견해에 대한 팩트와 이 간의 간극을 최소화 하는 방법을 제시했다.

 

“한미 FTA는 작동하고 있다고 판단하고 있다”며 “작년 한해 미국 23개의 주는 500만 달러 이상의 對 한국 수출 효과를 보았고, 한미 FTA 발표 이후 미국 90% 이상의 지역구에서 한국에 대한 수출이 증가하였다. 앞으로 개선해 나가야 할 부분이 존재하나 전체적인 트렌드는 상승 곡면에 있다고 보여진다”고 밝혔다.

이날 기자회견에는 내, 외신을 비롯한 30여여 명의 취재진이 참석하여 연설에 이어진 질의응답에서 더 많은 정보를 전해 들었다. 내일 전경련과 암참이 공동주최하는 ‘한미 경제정책포럼’에서 관련 주제에 대해 패널토론이 진행될 예정이다.
