AMCHAM Explores Strategies for Elevating Workplace Excellence and Driving Labor Policy Reform

Enhancing Performance, Leadership, Inclusivity, and Business-Friendly Environment to Propel Korea's Role as an APAC Hub
This event explored the theme, “How to Elevate Performance, Leadership, and Inclusivity in a Workplace.” Representatives from both public and private sectors, including HR professionals from the global companies, gathered to exchange insights on enhancing management strategies, fostering leadership excellence, and promoting inclusivity to ultimately create a workplace culture of belonging and growth.
In his opening remarks, AMCHAM Chairman & CEO James Kim said, “The regulatory landscape significantly influences the overall business environment, and according to our Business Survey, labor policy is viewed as the most challenging aspect of doing business in Korea. The AMCHAM Board of Governors sent a letter to President Yoon in this March and released a comprehensive report outlining strategies to best position Korea as a premier regional business hub, advocating for various policy reforms, notably in labor policy.”
He continued, “AMCHAM remains committed to collaborating with various stakeholders in the Korean Government and National Assembly to enhance labor market conditions in Korea.”
"H.E. Kim Moon-soo, Chairperson of the Economic, Social, and Labor Council, echoed these sentiments in his congratulatory remarks. He emphasized that outdated regulations and uncertainties impede a business-friendly environment, prompting global companies to hesitate in their investments. He further elaborated on the impact of the “Korea as an Asia-Pacific Regional Headquarters” Report, recently published by AMCHAM in March, highlighting its significant influence on Korean society.
He underscored, “The next crucial step involves reforming labor regulations. We are actively pursuing innovative adjustments, aligning labor policies with global standards in the digital era, and addressing working hour norms.” He added, “Successful implementation of these policy reforms through mutual dialogue and compromise will not only mitigate investment risks but also foster advanced labor-management relations, propelling Korea to emerge as a premier headquarters in the Asia-Pacific region.”
Kwon Chang-joon, Director of Labor Reform Policy Division at the Ministry of Employment and Labor (MOEL), provided insights into the Korean government's three primary objectives within the framework of “Labor Reform Policy Direction.” These objectives include fostering constructive labor-management relations grounded in legal frameworks and principles of dialogue and compromise; stimulating job creation through the establishment of a flexible labor market; and addressing the dual structure of the labor market while safeguarding the rights of vulnerable populations.
The seminar also included the perspective of the private sector, featuring presentations by representatives of Kim & Chang, IBM and PERSOLKELLY Korea on the following topics: “New Normal Leadership in the Digital Age,” “How to Utilize AI Technology as a Productivity Tool in HR,” and “D&I Execution Strategy for Organization Innovation and Productivity Improvement.”
In his presentation following the break, Shanker Selvadurai, CTO of IBM APAC, emphasized, “At IBM, one of our key principles is that AI will never be a decision-maker. It is there to augment human intelligence, never replace it. It may offer recommendations to a manager or an employee, but the human is always the decision-maker.”
In a new segment of the seminar, a speaker from PERSOLKELLY Consulting led a roundtable discussion examining the question, “How Can Organizations Effectively Address "Quiet Quitting" and Cultivate a Deeper Sense of Belonging Among Employees?” The speakers also engaged in a panel discussion examining the best strategies for boosting productivity in the workplace in the digital era, while also addressing unique challenges specific to Korea, such as a rigid labor market and an aging population.
