About the Speaker

Kim Se-Hwan, Director of Offset Policy Division, Defense Acquisition Program Administration (DAPA)

Mr. Kim Se-Hwan is Director of the Offset Policy Division of the Defense Acquisiton Procurements Agency (DAPA). In this position, he is responsible for overseeing the implementation of Korea's defense offset policy. Mr. Kim has over 30 years of experience as a government official, including service in DAPA, the Korea Trade-Investment Promotion Agency (KOTRA) and the Korea Customs Service (KCS). He is a graduate of National Tax College and the University of Seoul Graduate School of Business Administration.

Dear AMCHAM members,

DAPA announced a revision of its defense offset guidelines in December 2018. The revised guidelines include changes designed to modernize Korea's offset policy and promote the development of Korea's defense industry through cooperation between international and domestic defense companies. Our guest speaker, Director Kim Se-Hwan, will share his insight into these changes and what they mean for AMCHAM member companies.
