AMCHAM Explores Opportunities and Challenges in Artificial Intelligence Industries

Exploring the current state of the AI ecosystem, as well as

the role of government policies and businesses in fostering the landscape of the AI industry

 

 

March 21, 2024 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) hosted the ‘AI Accelerate Summit 2024’ at the Conrad Seoul Hotel today.

 

Held under the theme “Nurturing Growth for Thriving Businesses,” the event explored innovative industry applications of AI driven by the recent ChatGPT excitement. These applications have led to increased productivity and improved convenience. Additionally, the event offered an overview of the current state of the domestic and international AI ecosystem as well as government policies and the roles of industry, academia, and government in nurturing the AI industry.

 

In his opening remarks, AMCHAM Chairman & CEO James Kim said, “We are witnessing a global embrace of generative AI and machine learning as businesses increasingly leverage these technologies to secure a prosperous future and stay competitive in the market.”

 

He added, “Given Korea’s expanding global influence, we believe that now is the best time for Korea to position itself as a regional innovation hub in the Asia Pacific. It is crucial for Korea to create a sustainable regulatory environment and the appropriate policies are imperative for long-term success.”

 

Yeol Um, Artificial Intelligence-based Policy Officer of the Ministry of Science and ICT, delivered congratulatory remarks. “The Korean government plans to make this year the first year of the AI era and promote various policies to contribute to the nation’s leap and improve the quality of life of the people by capturing new opportunities created by advanced AI technologies such as Generative AI.”

 

He added, “To secure world-class AI technology and foster global talent, we will launch new international joint research and cooperation in the field of AI and data and spend a total of KRW 700 billion won on spreading the use of AI in everyday life, industrial sites, and public administration.” He continued, “We also plan to support the enactment of AI laws that will achieve this in a balanced way, recognizing that the sustainable development of the AI industry is possible in securing AI reliability ethics. In particular, we plan to hold an AI safety summit in Seoul in May to lead the establishment of global norms.”

 

Andrew Herrup, Minister-Counselor of Economic Affairs from the U.S. Embassy Seoul, also pledged the U.S. government’s enthusiasm for collaborating with Korea on AI through his congratulatory remarks.

 

The first session of the summit was opened by Paul Burton, General Manager of IBM Asia Pacific, who gave a presentation on the title “Nurturing Growth for Thriving Businesses.” In his keynote speech, Mr. Burton highlighted that the Asia-Pacific region has long been at the center of global innovation. “To position for step-change growth in a diverse and dynamic economic region, to not only survive but thrive in a time of permanent technological advancement, governments and organizations must place responsible AI development and deployment at the center of national agendas and policies,” he said.

 

He added, “My closing thought for today is that we and leaders all have a responsibility to be fully engaged in the development and life cycle of AI. It’s not somebody else’s job. Ensuring AI is implemented in a careful, methodical, and trusted way across your organizations rests on leaders like you.”

 

Bonhi Gu, Director of Invest Seoul, delivered a presentation on the topic “Hayes Valley of Korea: Seoul's Plan for AI Industry.” Citing practical benefits such as a company-friendly environment and infrastructure, he discussed the attractiveness of Seoul City, which is prepared to foster the artificial intelligence (AI) industry.

 

Kicking off the industry presentations, Eun Young Lim, Leader of Generative AI Group at LG CNS, presented the company’s foray into generative AI and delved into partnerships with global big tech companies such as Google, Microsoft and AWS. Sunny J. Park, Foreign Attorney at Kim & Chang, delivered a presentation under the title “Nurturing Growth for a Thriving Business,” and Juyun Moon, Executive Director of GR Korea, presented under the theme “Status of Policy Discussion on AI in Korea.”

 

Christopher Padilla, VP of Government & Regulatory Affairs at IBM, delivered a presentation on the topic “Global Approach to AI Regulations.” “The government should consider two key factors to successfully build an AI ecosystem in Korea,” he said. “The first is ensuring that legislation reflects the difference in the roles of developers and users, and assigns obligations accordingly. The second is making sure that the regulation should be applied according to the situation in which AI is deployed since AI application is unique. For example, the semiconductor field does not regulate the invention or production of new chips, such as defense industry or automobiles, etc. The same goes for AI.”

 

Following the presentations was a panel discussion led by Sun Hee Kim, Parter at Yulchon LLC and Co-chair of the AMCHAM ICT Committee. Exploring the topic “The Role of Government Policies and Businesses in Fostering Korea’s AI Industry Landscape,” the discussion featured Chul Ki Nam, Director of Artificial Intelligence Policy Division at the Ministry of Science and ICT, William P. Cobb, Deputy Minister for Economic Affairs at the U.S. Embassy Seoul, Barak Shine, Deputy Chief of Mission at the Embassy of Israel in the Republic of Korea, Eun Young Lim, Leader of Generative AI Group at LG CNS, Kibeom Hong, Expert Advisor at GR Korea, and Hyesun Kim, Head of Government Affairs & Public Policy at HP. The speakers agreed that policy support efforts, such as establishing AI infrastructure, governmental industrial promotion packages, and deregulation are needed.

- 2024 암참 인공지능 (AI) 서밋 개최 –

 

국내·외 AI 생태계 현황 진단 및 AI 산업 육성에 대한 정부 정책과 산업계의 역할 탐색

 

2024년 03월 21일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)가 오늘 오전 콘래드 서울 호텔에서 “성장하는 비즈니스를 위한 AI” 를 주제로 ‘2024 암참 인공지능(AI) 서밋’을 개최했다. 암참의 이번 AI 서밋은 챗GPT 열풍으로 견인되어 업무 생산성 제고와 편의 증진 등 혁신을 이끈 산업계별 AI 도입 사례와 국내·외 AI 생태계 현황을 소개하고 AI 산업 육성에 대한 정부 정책과 산학계의 역할에 대해 탐색해 보고자 마련되었다.

 

제임스 김 암참 회장 겸 대표이사는 먼저 개회사를 통해 “전 세계적으로 점점 더 많은 기업들이 성장과 번영, 경쟁력 유지를 위해 생성형 AI및 머신러닝 등의 테크놀로지를 도입하여 활용하고 있고, 이는 우리 산업계를 넘어 일상에 점점 더 깊이 침투하고 있다.” 고 말했다.

 

그는 또한, “대한민국의 영향력이 전 세계로 확장되고 있는 지금이 바로 한국이 아·태지역의 혁신 허브로 자리매김할 최적기.”라고 말하며, “장기적인 성공을 위해서는 지속 가능한 규제 환경 조성과 정책적 지원이 필수적으로 수반되어야 한다.” 라고 덧붙였다.

 

과학기술정보통신부 엄열 인공지능기반정책관은 축사를 통해 “대한민국 정부는 올해를 AI시대의 원년으로 삼고, 생성형 AI 등 고도화된 AI기술이 가져올 새로운 기회를 포착해 국가 도약과 국민 삶의 질 향상에 기여하기 위한 다양한 정책을 추진할 계획.” 이라고 밝히며, “세계 최고 수준 AI 기술력 확보와 글로벌 인재 양성을 위해 AI·DATA 분야 국제 공동연구와 협력을 새롭게 착수하고, 일상·산업현장·공공행정 등 분야 AI 활용 확산에 총 7천억원의 예산을 투입할 예정.” 이라고 덧붙였다.

 

그는 또한, “AI 산업의 지속 가능한 발전이 AI 신뢰성 윤리 확보 위에서 가능하다는 인식하에 이를 균형적으로 달성할 AI법 제정도 지원할 계획이며, 특히 5월에는 서울에서 AI 안전성 정상회의를 개최하여 글로벌 차원 규범 정립도 주도해 나갈 계획.” 이라고 밝혔다.

 

또한, 앤드류 헤럽 주한미국대사관 경제공사참사관도 축사를 전하며, AI 분야에서의 한·미 양국 협력의 필요성을 강조했다.

 

서밋의 첫 세션으로 “성장하는 비즈니스를 위한 AI”를 주제로 기조 연설을 맡은 폴 버튼 IBM 아시아태평양 총괄사장은 “아시아 지역은 오래 전부터 세계적으로 혁신의 중심에 있었다.”고 언급하며, “한국과 같은 역동적인 경제에서 한 단계 더 성장하고 번영하기 위해서는 정부와 조직이 책임감 있는 AI 개발과 활용을 국가 의제와 정책의 중심에 두어야 한다.”고 말하며, “각 조직의 리더들은 AI의 개발과 라이프사이클에 참여할 책임이 있으며, 조직 전체에서 체계적이며 신뢰할 수 있는 방식으로 AI를 구현하는 것은 각 조직의 리더에게 달려 있다.”고 강조했다.

 

뒤이어 인베스트서울 구본희 대표는 ““한국판 헤이스밸리” 서울의 AI 육성 방향”을 주제로 기업친화적인 환경, 인프라 등 실질적인 혜택을 예로 들며, 인공지능(AI) 산업 육성을 위한 서울시의 준비된 매력을 알렸다.

 

이어진 산업계 발표 세션의 첫번째 연사로 나선 임은영 LG CNS 생성형AI 사업단장은 구글, MS, AWS 등 글로벌 빅테크 기업과의 파트너십 등 LG CNS의 생성형AI 도입 사례를, 박선정 김·장 법률사무소 외국변호사는 ‘AI, 비즈니스와 법을 만나다’, 문주윤 GR 코리아 운영 총괄은 ‘한국의 AI 정책 현황 및 전망’을 주제로 발표를 이어갔다.

 

크리스토퍼 패딜라 IBM 정부 및 규제 총괄 부사장은 또한, ‘글로벌 AI 시대, 어떻게 규제해야 할까’ 를 주제로 “한국 정부가 성공적인 AI 생태계를 구축하기 위해서는 개발자와 사용자의 역할 차이를 정책에 반영하여 그에 따른 의무를 부여하고, AI의 기술 자체보다 AI를 활용하는 상황에 따라 규제하도록 하는 것이 필요하다.”고 말했다.

 

발표 후에는 암참의 ICT 분과위원회 공동위원장을 맡고 있는 법무법인 율촌 김선희 변호사가 좌장으로 이끈 패널 토론이 이어졌다. 남철기 과학기술정보통신부 인공지능기반정책과장, 윌리엄 콥 주한미국대사관 경제 부공사참사관, 바락 샤인 주한이스라엘대사관 공관차석, 임은영 LG CNS 생성형 AI 사업단장, 홍기범 GR 코리아 자문위원, 김혜선 HP 정부/법무협력 이사가 패널로 참여한 가운데, “AI산업 육성에 대한 정부정책과 산업계의 역할”을 주제로, 기업들의 주도적 노력과 AI 인프라 구축, 정부의 산업 육성 패키지, 규제 완화 등 정책적 지원이 필요하다고 입을 모았다.
